Report on a Conceptual Model for Relevant Concepts in a Municipality’s Core Information Management Functions.
This report presents a conceptual model, hereinafter referred to as the Conceptual Model, for relevant concepts within the central functions of information management in a municipality.
The report provides a snapshot of the organization’s documentation of concepts that form the foundation for overarching information management in Umeå Municipality. It has been generated to make the graphical model accessible in a readable format. Instructions for the creation of the model, as well as references and source citations, are provided in separate documents.
The Conceptual Model compiles and explains the meanings used within the organization in the form of concepts. The theme of this model is municipal information management, focusing on the core functions gathered under the functional perspectives:
Records Management, Archiving, Data Protection, Information Security, Quality, Architecture, and Leadership. These functions are represented by the acronym RADIKAL (based on swedish named functions), which is used to refer to the municipality-wide information management framework.
The central information management functions within Umeå Municipality are coordinated and governed by the Municipal Executive Committee. These functions work continuously to implement Umeå Municipality’s Information Management Policy, as adopted by the Municipal Council.
Each individual concept in the model is described by its name, definition, and relationships to other concepts, representing shared meanings—often originating from legislation, standards, or common governmental frameworks.
The individual concepts are organized in the model under the catalog titled “Concepts.”
The concepts and their relationships are presented graphically in various diagrams. Each concept’s definition can be viewed by selecting it in the interactive model’s tree structure on the left or directly within a relevant diagram.
Each diagram displays concepts and relationships deemed relevant to the diagram’s purpose. All concepts in the model appear in at least one diagram. Each catalog must have a diagram that includes its concepts.
The following diagram types are included in the model:
“Model Overview” – provides orientation within the model (this diagram).
“Functional Perspective” – presents each function’s key concepts in an overview, including selected concepts from other functions. Displays a large number of concepts.
“Functional Concepts” – diagrams showing subsets of the functional perspective, typically without concepts from other functions. These are listed directly under each overview diagram.
“Concept System” – details specific concepts and their closely related concepts. Usually includes a handful of directly related concepts.
“Catalog Overview” – lists all concepts included in the catalog. Example: the “Concepts” catalog.
The functional perspectives describe each function specifically, yet within a shared context of information management. All concepts in the model carry the same meaning across the different functional perspective diagrams.
The RADIKAL functions thus converge in a shared model with common meanings, promoting communication across functional boundaries and enabling reuse of knowledge and concepts in both information management and its governance.
The model should be regarded as a living document and is therefore not to be considered a complete factual reference. The level of detail and content for each function varies depending on the extent of analysis conducted.
